So, apparently the spirits of the dead are hanging on around Toshi Ranbo... and the Phoenix are noticing while the Crane are either not noticing, or lying about it.

This seems a bit reminiscent of the elemental imbalance plot, where the Phoenix are noticing/affected by something that nobody else appears to be too concerned with.

Seems to be our throughline thus far... although it doesn't help that most shugenja have been background characters thus far.

Keep in mind, with that cheapness comes more vulnerability. Not much reason to pay extra fate on him, so he's usually only around one turn.

Or steal that last honor. Or gain an extra 2 honor. Or draw an extra card and force them to discard another. It's useful, provisionally, if not always.

He is so cheap to play though, he may be worth it even if only to have an extra body to throw in. Or you can use him with Rout during a political conflict to send most opponent's home...without a Military buff (and why would they have one in a political conflict?) Even Hotaru and Shoju are vulnerable to that.

Personally, I like to use it for a couple things. Since there's an action window between conflicts, you can use it right before your second conflict to swap your claimed ring back into the pool, allowing you to target the same ring for a second run. Or you can play it in that last action window after the last conflict ends, and use Shiba Tsukune's ability to re-trigger one of the rings you claimed. Great opportunity for things like an extra trigger on Void to finish off an opponent's character with 1 fate left, or to trigger Fire to honor your/dishonor your opponent's character who is out of fate and about to leave play.

It'll probably be more important later, when we have more shugenja that have "during an x conflict" on them. Being able to run that ring, claim it and then run it again seems helpful.

This is a toolbox card that allows multiple different plays, from denying your opponent a ring, getting a ring you need, allowing multiple claims of a ring. Fate is an added bonus. It does not work quite yet due to the lack of streamlining with only one core out so far. But can see this as a constant 2 of in Phoenix decks later on.
