I think he'll see play until the card pool broadens. Guy's a wall that requires jank to make more useful... I doubt he'll be with us all that long.

He has the issue of being a dead card into political combat decks, but at the moment the only clans that can remotely pull that off are crane, scorpion, and possibly Dragon. You are right though once more deck archtypes enter the game he won't be great.

No, but if you do Cloud his Mind against the other Politicos, he can act as a good Military force to make them react there.

I imagine Cloud the Mind will be better used on your opponents cards, most of the time. That said, it is a cool surprise play to have in your back pocket if he's your only unit up and your opponent is counting on no attack.

Also, the lore concept of a Peacemaker forgetting he's supposed to be encouraging peace is amusing, if nothing else.

He is so cheap to play though, he may be worth it even if only to have an extra body to throw in. Or you can use him with Rout during a political conflict to send most opponent's home...without a Military buff (and why would they have one in a political conflict?) Even Hotaru and Shoju are vulnerable to that.

Keep in mind, with that cheapness comes more vulnerability. Not much reason to pay extra fate on him, so he's usually only around one turn.
